At the 2013 VMA Awards, we saw a teddy bear bustier, a latex bikini, and a suggestively-used foam finger — and that was just on Miley Cyrus!

From revealing red carpet dresses to nearly-naked performance costumes, the stars walked a fine line between fashion-forward and full-out flasher. Many managed to pull off their risqué look, some were guilty of crimes against style, and a few deserved to be arrested for indecent exposure.
